What does BIS ER actually mean?

BIS is the Bureau of Indian Standards. ER stands for Essential Requirements. These are the security rules connected cameras must meet under MeitY’s Compulsory Registration Order (CRO) before they can be sold in India.

A BIS ER listing tells you the model has been registered against the applicable safety standard and tested against the government’s security baseline.

Registration is granted model by model, never to a brand as a whole. So what matters is whether your exact model number appears on the register.

STQC and BIS ER: What Changed?

Previously, BIS ER registration (to sell in India) and STQC certification (for government procurement under PPP-MII) ran as two tracks with the same security requirements. A MeitY circular in 2026 aligned them. STQC, the testing directorate under MeitY, now issues the security test report against the same Essential Requirements. That one report is accepted for both CRO registration and PPP-MII.

For buyers, BIS ER is now the single security benchmark to look for. Security certification is separate from the local value-addition rules under PPP-MII.
